Tuition Substitution Funds
Tuition Substitution Funds are money and positions from the Free State of Bavaria with which Uni Würzburg must improve your study conditions. They have existed since tuition fees were abolished in 2013. Commissions, half of which are staffed with students, decide how the money is spent. The student members are elected by Student Parliament and Student Faculty Council; at the faculties they are nominated by the Faculty Council.
How the money is distributed
Upfront 1.8 % for administration
The university uses this to manage and account for the Tuition Substitution Funds.
70 % to the faculties
The university leadership distributes them according to student numbers and subject-specific needs. In each faculty, a separate commission then decides.
30 % to central facilities
The 6-member committee distributes them to facilities such as the library, computing centre and language centre. Separate commissions decide there.
What the money is for
The statutes only permit expenditure that improves study conditions, and specify three areas.
Better teaching
For example tutors and student staff, language courses or seminars such as podcasting.
Better service for students
For example longer opening hours for libraries.
Better infrastructure
For example water dispensers on campus.
Who decides
The distribution is decided by the Tuition Substitution Funds Commission for the distribution and use of Tuition Substitution Funds, informally the "6-member body". The use is decided by the commissions of the faculties and the central areas.
Distribution: the 6-member committee
Three members of the presidency and three students elected by the Student Parliament. It distributes the 30 % to the central facilities.
Faculty commissions
The students are nominated by the faculty council on the basis of proposals from the Faculty Student Representation. Chair: Dean or Academic Dean.
Commissions of central facilities
The students are elected by the Student Faculty Council. The head of the facility chairs it; the university leadership appoints one member.

Good to know
One year. The term of office begins on 1 October each year.
Up to 10 % may be carried over to the next year. Anything beyond that which remains will be withdrawn and redistributed.
Each commission keeps minutes. Those responsible report to the University Board every year by 15 February. The Senate and Student Parliament receive the statement of use that the University sends to the Ministry of Science. According to the statutes, the decision of the 6-member body must be publicly announced at university level made known.
Then the Chair's vote is decisive, with the final say resting with the University Board. In practice, the commissions usually adhere to the students' proposals. Should a tie occur, the University Board must justify its decision.
